What is Driver CPC?

The European Parliament and Council have introduced compulsory training for vocational drivers to help improve road safety and fuel efficiency, and also to encourage driving as a career in a bid to reduce the reported shortage of drivers.

This training is referred to as the Driver CPC (Certificate of Professional Competence), but should not be confused with the CPC required for transport managers, which is a different and higher (level 3) qualification. This Driver CPC is a level 2 operational qualification and covers subjects such as fuel consumption, defensive driving, loading, drivers’ hours and operator licensing rules, together with customer care. Driver CPC is required as well as, rather than instead of, the relevant vocational licence.

Who is affected and when?

Drivers who already hold a vocational licence before September (2008 for PCV and 2009 for LGV) will be given acquired (grandfather) rights, and will not have to obtain an initial qualification.

However, they will need to complete 35 hours of periodic training by 10 September 2014 (goods vehicles) or 10 September 2013 (passenger vehicles), and every five years from then onwards.

There are several exemptions from these training requirements, generally dependent on what purpose a driver uses their vehicle for.

Driver CPC regulations apply to new drivers who have acquired a PCV licence from September 2008 and for drivers acquiring an LGV licence from September 2009. These drivers will need to undertake initial training, which involves a test. Following this, drivers must complete 35 hours worth of periodic training within five years of the initial test, and every five years from then onwards.
